金融機関の口座開設、ネット完結を解禁

現在、多くの金融機関においてネットでの口座申し込みやネット上での履歴の管理等を行えることが増えてきているが、口座開設時の本人確認は未だに郵便物の郵送を通して行われていることが通常であった。しかし、このプロセスもネット上で完結してしまおうという段階に入った。顧客側としては、煩雑な手続きが不必要となり利便性が向上し、金融機関側としても手続きの自動化や郵送コストの削減など双方にとってメリットは大きい。ただ、本人確認の精度の問題や不正行為を完全に防ぐことができるかどうかが不安視されている。これらのリスク管理を考慮した上で、口座開設のネット完結に繋げていくことが求められる。

We had seen a lot of news about the security of personal information in Facebook after the outflow of these information from Facebook. Various information are registered in the apps such as gender, age, where you live, your community, and what page you have seen and so on. However, this article says Google has same or more personal information about you, and Google can understand you based on huge amount of data such as what you have searched in Google, what you have seen in YouTube, and Google map, drive, and lots of other apps. This society is called Data Society, and the more company has data of clients, the faster they can predict the next model of business or demands. Google company is one of the biggest companies that has huge amount of data in all over the world, and the situation of the world can be changed depending on how these day are used.

本日のトピックは以下の二つです．
18歳成人，ローン契約も可能に トラブル対処が論点
日本の法律では”成人”と呼ばれるのは20歳からという法律が存在していますが，その年齢を18歳に変更しようとする改正案が国会で審議入りしました．現在は20歳以下の未成年はクレジットカードや携帯電話の契約，海外渡航に関しても親の同意が必要となっているケースが多いが，この改正案が成立することでこれらの同意は18歳以上は不必要となる．ただし，飲酒や喫煙は今まで通り20歳を基準にすることや成人式をどうしていくかなどの不安材料も存在する．高校卒業と同時に成年としての自覚を持って自己責任で行動することの重要性を持つことが期待される．
Amazon reportedly working on another big bet: home robots
Some IT companies such as Microsoft and Google have released interigent speaker same to Amazon, and it is estimated Amazon is now working for introducing home robots. Home robot has the ability to exceed home speeker, and can connect lots of devices and functions in their home. This function would be more needed for the future when the aging society has progressed. Especially in Japan, the number of elederly who live alone is dramatically increasing along with the progress of aging society, and this is thought as one of the serious problems in Japan society. If home robots can help a part of living in their home, they don't need to move to care home, and the another problem which the lack of workers in care home would also be solved simultaneously.

新たな技術を生かしたサービスや製品が数多く出てきている中、デジタル化やグローバル化が混在し、超情報社会という新しい社会に入ろうとしている。アマゾンの予測発送技術や、世界中の医学論文を学習させたAIのワトソンなど、今までの常識が覆され続けているが、この超情報社会において、情報操作等によって世の中の動きをコントロールされる可能性も指摘されている。テクノロジーの発展による正の側面だけでなく、リスク等を考慮していく必要がある。

Japan has been facing aging society, which means the number of elderly are becoming large despite the younger population is getting small. The average age is rising year by year, and the number of people who need to stay at assisted-living facilities is raising due to the change of family type in Japan. With developing the situation, the need for labor power of assisted-living facilities are arising, however, the problem is there is no enough amount of people who can work. This is one of the problems that Japan is facing, and it would be needed to solve the situation immediately. There are some ideas such as introducing robot workers, and these days, new technologies such as AI has beee paid attention.

ＡＳＥＡＮ首脳関連会議（25～28日）
電子商取引のルール議論
東南アジア諸国連合（ASEAN）の首脳関連会議が開催されるにあたり，ASEAN域内の電子商取引（EC）のルール作りの必要性が注目されている．ASEANでは今まで域内の関税をほぼ撤廃し，シームレスな貿易を実現し，諸国の経済発展につながっているという成果が出ている．ただし，物の貿易だけでなく，人やサービスの移動の自由化もお互いの国の経済発展を促進させるために期待されている．そして，そのサービスの移動に関して注目されているのが，ECの利用である．ECを利用することで，時間や場所の制限なくB to B, B to C, C to Cの取引を円滑に進めることができるというメリットがある．ただし，不安視されている点として，情報の取り扱いのルールが確定されていないため，まだ誰もが安心して参加できる状態にないこと等が挙げられている．今後，ASEANの発展を促進させていくためには，ECを利用したサービスの自由化は不可欠となってくる．今回のASEAN首脳会談においての一つの議題として，ECのルール策定についての議論に注目したい．
Professionals from Japan and India brainstorm on future IT ties at Tokyo tech event
The relationship between Japan and India has been qute strong since 1952 as establishment of diplomatic relations, and the Japan and India vision 2025 special strategic and global partnership shows the strong tie between the countries. There are various policies and projects among the countries, and cooperation in technology field is one of the most important one. India is well known as the technokogy in such as bangalore, Mumbai, and Chennai, and Japan has a stregth about manufacturing high quolity products although the number of IT engineers are getting small. Hense, the collaboration of IT field would be effective for both countries so as to strengthen each potential.

4月21日に気になった記事は以下の通りです．
オープンデータ、本格普及へ 国・自治体が活用促す
オープンデータ，すなわち国や役所が集めたデータを全て一般に公開し，地域社会の課題の解決に繋げようという動きがある．今までは政府や役所でしか利用されなかったデータを個人単位で利用していこうというものである．このオープンデータのメリットとしては，国や役所が全体として管理できないような地域の課題や，今までは問題解決として扱われてこなかったトピック等に関する分析や，ソリューションに利用できるという点がある．実際にあるアイデアがあったとしても，その動態を分析するためにデータ収集するためにも多額の費用がかかってしまい，事業を諦めてしまうというケースも考えられる中，一人ひとりがより社会を良くしようという動きがとりやすくなると考えられる．考慮すべき点としては，数多くのデータの形式を統一し，データの比較や統合を容易にすることが求められてくる．今後このオープンデータを進めていく上で，一つの大きな枠組みとしてのスタイルを確立していくことが必要となると考えられる．
Startup ecosystem report: China is rising while the US is warning
The article mentions about the trend of startup business in these years. Some new technologies are being well-known for everyone, and many of startup businesses use these technologies such as AI, blockchain, and Vertial reality. These technology has a power to change the common sense related to our livings, but in my opinion, these technology should not be the purpose but be the tools, which means the most important concept is how we solve the problems surrounding us and making our life better for everyone, and the techlogogy is the tools to help these vision. It would not be possible to predict what technology will be born and how our life would be changed, but I think we should not just focusing on the usage of new techs but consider the balance and harmony with the present communities.

インドネシア，インフラ開発に民間資金活用
自分がこれから留学するインドネシアでのインフラ投資に関する記事．インフラ投資を政府資金ではなく，民間資本で取り行うことにはメリットもデメリットも存在します．メリットとしては，民間が競争しながら事業を行うことで，競争効果が出ること．そして，それらの事業によって民間に利益が回り，政府にとっても大量の資金を使わなくてよくなる等が挙げられます．一方デメリットとしては，公益性の高い事業であるものの，資金に不足があるという理由で実行できないことや，一つの案件に非常に多額の資金が必要となるため，それだけリスクが大きいことなどがあります．これらのメリット，デメリットを考えたうえで，民間と政府の資金調達のバランスを今後とも考えていくことが求められると考えられます．インドネシアは今後も日本の重要なパートナー国であり続けると考えられ，インフラ整備を含め，様々な面でどのように協力し合うかを考えていくことが重要となると考えられます．

Some digital products and technologies are surrounding our living in these years, and such technologies will have an ability to provide more convinient lifestyle. So far, smartphone is the leading device of them, but emergence of some new products such as digital home assistants will accelate the integrations between our dairy life and digital technologies more. Hense, some works or activities would be replaced by technologies automatically in the surrounding and we can focus on what we want to do. The concerns and problems are about information security which has been paid attention these days. On the other hand, from the view points of market, these information can be contributed to understand the spational activities and predict the human behavior. Thus, it will contribute to improve the quolity of the technologies. It is neccesary to consider the usage and security of information after paying attentions to the risks and contributions.

街中の駐車場としてよく見かけるパーク24ですが、カーシェアリング事業も手掛けています。カーシェアリングとは、自分が車を使いたい時に車を使い、使い終わったら返すというもの。使った時間によって料金が変化し、登録したカードをタッチするだけですぐ車を使うことができます。そのカーシェアリング事業が今、自動運転技術の進展に大きな影響を与えようとしています。通常、家庭に自家用車を持っている場合、1日のうち車を実際に運転するのはごく僅かの時間で、ほとんどの時間は駐車場に停まっています。一方、カーシェアリングの場合、多くの人が一つの車を時間単位で使うことができるため、1日のうち駐車場に停まっている時間よりも使われている時間が多くなる場合があります。すなわち、効率的に車の利用データを集めることができます。
この大量の車の動線データをAIを活用して分析することで、人が運転する場合のブレーキやアクセルのタイミング等の傾向が見え、自動運転技術を活用する際の大きな後ろ盾になるわけです。
カーシェアリングとAIと自動運転。これらの組み合わせで、今後の自動車の利用は大きく変わろうとしています。自家用車を持たず、使いたい時にだけ車を利用し、駐車料金や車の維持費もかからないため節約にもなります。それによって交通選択や人の空間行動にも変化が促されることが考えられます。

The article sums up the history and adaptability of universal basic income as a concept. Some researchers have pointed out that adapting basic income has impacts on labor market from various aspects. For example, it is found that the number of worker decreases through BI. Although it seems a problem toward society, contrarily, there is a result the number of children who can go to school has been increased. It means, basic income has ability to make a power for many people to choose what they want to do nevertheless the living situation. One of the problems is decline of labor, but it would be solved through the development of AI and other technologies. These technology will replace the job instead of human power, and many of the current job would be implemented automatiaclly. To sum up, the usage of BI would be stregnthened by AI and some technology, and our life style will definitely change. I'm quite excited to the world after these systems are operated well and it might not be far from now.
